Quick check - if I wanted to hold someone for questioning or arrest someone (like Ijihime), would there need to be a roll of some kind or can I just say "guards" or something to escalate the situation?

It will escalate, keep in mind you are at best a deputy and she is part of an important delegation there will be political consquences.
